INTRODUCTION The goal of health for all by the year 2000 has, for nearly two decades, provided an inspirational target for WHO as a whole and for individual countries. As we approach the new millennium, it is important to look back at the progress that has been achieved, and the problems that have been faced. In this way we will be better equipped to renew our commitment to health for all as we enter the 21st century. The third evaluation of the implementation of the global strategy provides a good opportunity for countries to take stock of their current situation and to plan for the future. The results will be used by the Director-General in reporting to the Executive Board on the effectiveness of the strategy but, more importantly, they should support Member States in improving their own health services and policies. In general, the results of this third evaluation should be the foundation for renewing the health-for-all strategy.
